This is faulty logic, because with film, in order to introduce a new format you needed to convince the processing labs around the world to process it, you need to sell the new film format around the world, in many ISO versions, chrome and negative. If you make chromes, you need new slide projectors for that format. It really should be worth the effort, which APS wasn't (competing with the omnipresent, better and cheaper 35mm), and it disappeared.

With digital, all you need to do is make your own set of lenses for the different sensor size and that's it. If the image quality is good enough, nobody cares if it's m43, APS-C or 35mm. It's not like you need to purchase ISO 50 Velvia or ISO 800 Portra in an exotic m43 size.
