Well if everything else was equal I'd buy the one with better image quality, of course.

But you've got this inexplicable blind spot where you're convinced that FF manufacturers will be able to downsize their lenses and bodies while at the same time believing it's impossible for the M43 people to do this. That's obviously a fantasy. Just look at the collapsible kit zooms produced by Panasonic and Sony - Sony's APS-C collapsible zoom is about the same degree larger than the Panasonic M43 zoom by about the ratio of the sensor sizes. A FF collapsible zoom is going to either be that much larger again, or it will be compromised in some other way (aperture, zoom range, etc.)

The smaller sensor will always have a potential system size/weight advantage, it will always be cheaper to build (once R&D costs are sunk), and there will always be a portion of the market for which the quality it's capable of is "good enough".

If you look at every other technology category out there, products exist across the whole spectrum of cost/capability/features. Why you think the camera market is going to suddenly polarize into opposite extremes is just plain incomprehensible.
