I think the 7D would be a very substantial upgrade from your 30D: much higher density sensor providing 1.5x more reach; faster burst rate; and a much more capable AF system. Ergonomics and build of the 7D are also excellent.

If you look in my gallery, pretty much all my wildlife and bird shots were taken with the 7D and 100-400L.

Second the other poster who said that 24mm isn't wide enough on a crop.  If you go with the 7D and want to upgrade your standard zoom, I'd recommend either the ef-s 15-85 or ef-s 17-55 (depending on whether you'd rather have the 15-85's greater zoom range or the 17-55's f/2.8 aperture).
