430exII dark on 450D vs 600D

I've recently recommended my Granny purchase a 430exII for her Canon 450D to use as on camera flash for baby shots, etc.  I have the 430exII and use it on my Canon 600D and am happy with the results.

I thought that prior to her buying it I should just confirm that the flash works ok on her camera.  I've found that while it works the flash tends to fire with a lot less power than on my 600D.  I found a few posts that suggested it might be the firmware and so I upgraded to the lastest 450D 1.1 firmware but the results are the same.

If I use the exposure compensation I have to add about 2 full stops to brighten the photos on the 450D close to that of the 600D where no exposure comp is in place.

I've reset the settings to default on both cameras and have confirmed all menu settings are the same.

Just wondering if anyone else has experienced this issue or has any ideas if there's anything else I can try???
