G11 Av mode stuck on 1/60s

Greetings to all.

I am a seasoned photographer with many years of manual shooting experience above and below water (SLR & compact). Recently I decided to play with Av mode on my G11 in stead of M mostly to reduce underwater workload. But playing with the camera I found it will ALWAYS pick a shutter of 1/60s and the AE comp dial has absolutely no effect on the photo's exposure. The end-affect being burnt-out photos on the F2.8 end and underexposed photos on F8 end of the scale.

My setup: Av, Flash:Always,Auto brightness(compensation=0), ISO 400, safety shift=off, evaluative metering. Raw+jpg delivery.

I have been testing indoors on macro subjects mostly with the flash forced on (as this is mostly how I would be shooting underwater).

So my question is - Surely 1/60s is not the silver bullet shutter speed for every fstop in every lighting condition? Is this behaviour expected with the current setup or would this be a problem with the camera?

PS. When the flash is disabled, the shutter speed does fluctuate as one would expect with changing conditions/ISO.
