Grey cards for film Photography and digital Photography

I have an old 18% grey card.  The new one I bought, especially for digital photography, is a lighter color.  I believe that digital cameras require a lighter grey card so that they will not over expose highlights.  You can always bring up the shadows in photoshop (or other photo editing program) but you cannot bring back highlights that are over exposed as they are gone.  Emphasis on the word believe because i'm not sure about this.  What i am asking is what I believe
