I agree with Sam here.  My legal photography had to either be taken on film or RAW digital for the reasons stated.  My guess is that most people in the decision making side of drawing up specifications don't understand the loss of information in compression, and the ease of post manipulation that might not be detected without RAW file comparison.  I think they are inclined to use the format they are most familiar with, jpeg.  I don't see file size to be an issue, as computers have to uncompress the file to view it, then recompress it after that if changes are made, such as adding text or cropping, and almost any computer less than five years old can easily handle 40-60 mb file sizes.
