English probably borrowed some of those varied ough sounds from Scandinavian languages... or other old Anglo-Saxon bits come from old northern languages LOL.

I often think the pronunciation test for non-native English speakers though is the 'th' sound.
FWIW, my family name has 3 of the tough sounds in a row ... the w ... the th... and the ng. It was interesting to hear the pronounciation variations when I lived in Germany (before I was married). Now in the US, so many people misspell my married name Fleischmann. Note the 2 variations I even use below... pbase didn't have enough spaces for the correct second 'n'
