I think I'm going to have to try the ND filter.  I've been shooting sunrises in raw because even a beginner like myself could see a drastic difference between the color in the sky and the color in the photos.  Since I didn't know how to set the white balance correctly, raw seemed like the best option.  That helped a bit, but not as much as I was hoping.  So I started checking the histogram on each shot and I noticed that the red channel was saturating.  If I start compensating on the exposure to as to keep the red channel from saturating, I end up getting shots that are less exposed than I'd prefer.
