IT could be internal relections caused by the filter but I have had the same problem without filters. I think that it is due to internal reflections coming off slightly worn aperture blades when shooting into bright light sources. It is most noticeable using a Minolta 28-135mm with the sun in the frame , a distinct circular spotted artefact appears which shifts position as the camera angle is altered. This is different to the normal streaks of light that occurs in `normal` sun flare.
