It's much simpler than that. At 1:1 the image records the same size as the object. A 1 inch object will record 1 inch on a sensor, so it will fill a DX sensor which is 1 inch across but will only be 2/3rds the size on an FX sensor which is 1.5 inches across.

Now that I think about it more, you're right. For a given number of pixels, you can get more pixels on a smaller (than a full frame sensor) subject with the crop cameras, but you don't actually increase the reproduction ratio. I'm not sure how I tripped myself up with that concept.
