Alex, I'm not quite sure what you're saying.  Blur-diameter is proportional to the aperture(*) diameter, which I guess is where Steve's 40% figure comes from.  The images in the review you mention show a very significant difference in look between f2 and f2.8.

(*) Not accounting for vignetting, which is a reduction in the effective aperture at the edges of the frame and consequently affects blur properties.
