Welllll, it can't easily be done right now.   With multiple exposures focused at different points a cimputer can do some fancy tricks, but even then it's not possible to get exactly the same kinds of out-of-focus effects as you can get from the right lens.   From a single image all software can do is make educated guesses, and often wrong ones.   The results are never the same and none I've seen would I consider better.
