Yes.

Lowepro Dryzone Rover if you want 100% waterproof or Lowepro Orion Daypack 200 if you do not need the full immersion capability of the Dryzone.

However, both still need to be removed and put down in the dirt, camel dung, dust, sheep poo, water, sewage run off etc often found in cities around the world before you can get your camera out - by which time the shot is long gone....
