If the image is under-exposed it will exhibit more noise. But every camera has a limit where noise becomes an issue beyond a certain point. Generally speaking, you have to pay more to get a higher ISO limit.

Before you spend money on a more expensive camera demo various noise-reduction software. It can do an excellent job of extending the low-light capability of your current camera. I think that Topaz DeNoise is very good; if you have a need for the plugins in the bundle it can be an excellent value when purchased during one of Topaz's regular sales. (I got the bundle at a 50% discount.) Or you can get the plugin at a similar discount during a sale.

There are other plugins and stand-alone programs. There are LOTS of opinions here and elsewhere on the Internet...
