Try a different time of day

Granted clear skies and landscape shooting takes a little more effort and a keen eye, but it’s possible. Try dedicating a sunrise or sunset to a location that looks to work on its own. Look for some great patterns, camp it out, and wait for the light to work for you and not against you.  I find that a few mins prior to sunrise (same with a few mins after sunset) work the best to emphasize a little extra color in the sky even with no high clouds. Accept the boring skies as a challenge not a deterrent. There's many other options like not using the sky as a major compositional aspect or black+white processing but ultimately you'll have to accept that it’s not gonna be as easy as you'd like. Consider it an exercise in creativity.
