Why would the percent change in focal length not correlate to the percent change in FOV? Is the relationship not linear?

FoV as measured in degrees (and generally defined in angles, especially diagonally) is not very useful. What is useful is linear sizes of objects at a given distance which can fit within a frame, and that value is inversely proportional to focal length.

FoV is very useful for panorama shooters. It's one of the first things I consider in a wide-angle lens. All these parameters and descriptors have their place.
