What I would do when the situation with the light is a bit tricky, is to make alternative exposures. Use the exposure compensation dial or bracketing function: -2/3, -1/3, 0, +1/3, +2/3.

Also, when using long exposure times and a handheld camera and getting a sharp image, it all about statistics. At 1/15 sec exposure time, maybe one out of three will be sharp (enough). So if you want to be statistically safe, make three exposures of every alternative of the above.
