I think this belongs in Xrite's ball court.  I searched my entire system for this DLL and did not find a copy.  Mine is a fairly complete Windows 7 Pro 64-bit system.  Poking around a bit on the web, it looks like icuuc46.dll is a library from an open source project to provide international text support.  It is possible to download Windows binaries from  You might want to pass this along to your computer person.
