Well, I would have to agree that you should easily be able to shoot sharp static scenes @ 1/fl  (35mm) shutter speed without IBIS or OIS, ... and with steady hands certainly a lot less. With IBIS even less again, in fact IBIS on Olympus is truly amazing, and on the EM5 (5 axis) probably even better than my E-P3.

I find IBIS particularly useful in low light when in restaurants, or around the table with family groups, and that's why I bought the pany 14mm f2.5.

Obviously at longer focal lengths the situation is more difficult but IBIS becomes a lot more useful with static scenes and narrow DOF.

The photo below taken in evening light hand held @ 1/6th sec @ f5.6 with the 14mm f2.5.
