Making a living from photography or being a professional has nothing to do with it.  For a student of photography, hobbyist, enthusiasts, blogger, amateur videographer, even those who sell stock photos occasionally, a proper camera is a must. Shooters of larger formats who don't always want or need to carry their DSLRs, a camera with good ergonomics AND excellent IQ are absolutely essential.  Since smartphones in general don't offer either, a small pocket camera with full manual controls and a fast lens is a essential.

Smartphones are OK for snap shots.  There are even some who's work with iPhones for example, exceed snapshot level.  But in general, you'll get more features, and a better, more versatile lens, and significantly better IQ in a variety of lighting conditions with a good compact like an RX100 or X10/X20.

So times may be changing for the masses, but not for photographers.
