Interesting thread, but I think you're expecting the impossible. I used to get really nice photos from my old Canon s400, which only recently died so maybe it needs replacing after all. It all depends how close up you wish to view the images.  At very high ISO the electronic grain does become messy.

Yet I took this shot on an APS-C sensor camera (Sony A57) in low light conditions and the bokeh is smooth and the digital noise quite reasonable.  And it was using clear image digital zoom as well.

I think your camera is most likely faulty, maybe not setting the resolution correctly?
