Exposure control in a raw developer: misnomer?

That is exactly correct. the ISO standard people call 'ISO' (of course, ISO as an international standards organisation, maintains many standards, indeed many other photography relevant standards) is the standard definition of 'Exposure Index' and defines the output brightness for a given exposure. Thus the 'exposure' slider exactly adjusts the Exposure Index (or at least, it does on other than Adobe raw converters)
