Are you sure you selecting the Brush tool (keyboard shortcut B) from the tool palette?  It doesn't appear that you are.  Then you also need to make sure the foreground color is black.  You do this by pressing the D key which restores the foreground and background colors to black and white.  Then if needed, press the X key to bring black to the foreground.

You then need to select the mask thumbnail by clicking directly on it (you will see a border around the mask thumbnail indicating its selected).  You can also ALT + click on the mask thumbnail to bring up a larger view of the mask in the main editing window.  This will allow you to paint on the mask accurately, then you can ALT + click again to dismiss the mask in the main view.

Finally, you can use a Levels adjustment targeting the mask to push it to pure black and white.  You do this by clicking on Image > Adjustments > Levels.
