My vote would also go to the f4. Very sharp and great L-quality!

I was shooting with the 60D for a while, and the 70-200L f4 IS was great for general photography, like you said you will be doing. Then I had to start taking indoor action shots, in poorly lit high school gym.

The max ISO I would go for on the 60D was 3200 (rarely 6400). This and the f4 became quite limiting for me, so I had to make an upgrade decision: I could spend the extra $1k on the 2.8 version of my lens or spend it on a new body. I decided to sell my 60D and bought the 6D.

Now I am VERY happy with my decision. The extra $1k added 2-3 stops  on ALL my lenses. I can easily shoot at ISO 12800 (as you know), and even at 25600 images are usable.

Not necessarily the best shot, but I happened to have this example shot with me, ISO 25600 taken with the 24-105mm, still f4 but not as sharp as the 70-200 f4:
