Nikon 70-200 2.8 with a TC2.0 VIII is not very good on my D800

I have a Nikon 70-200 2.8 with a TC2.0 VIII that I tried for birds today.  I don't know if I have a bad copy of the TC or the lens, but all my shots are awful on my D800.  This sample is wide open, but stopping down really doesn't help much.  Focal AF Tune states I need -6 adjustment mounted on the camera together and -18 for just the lens alone.

I'm not impressed at all with this combination.

What should I do, send the lens, the TC, or both to Nikon or is this just the way it is?
