I had the exact same problem with my 35-70 2.8d it would not auto focus at 35mm i took it to a local repairer who said that there is a small thin plate that is part of the focusing mechanism and they can split after years of use.  He tried to do a repair but said it might not last, he was right it lasted about 2 months before it went again.

I sent mine in to nikon UK for a repair because i use mine on a D700 and it is a great lens on that camera i payed £90 for the new part and labour.  Your estimate seems a bit steep.
