Should i use a 24mm PC-E or correct distortion in PP?

You can shoot a shift lens hand held -- try it out

I would rent the lens and try it out in DC. For years I shot 35mm in NYC and then LA (as well as in Europe on my honeymoon) handheld on the street with a 35mm PC lens (shift only), first with Nikon gear and then with Olympus gear. It is a slower method of shooting, but you can get pretty fast with it. Having the horizon indicators in the VF will make keeping the camera level as you adjust the shift a lot easier than it was in the film days. Right now I am waiting for a Leitax replacement flange to arrive so I can adapt the Olympus 35mm shift to use on my D800E. But don't believe for a moment that you can only use a shift lens on a tripod.
