So, what are the downsides that negate the upsides?

Id dispute the 21.6 dimension, as its actually considerably bigger in the firstplace
originally Kodak had it at 18x13.5 243sqmm
then the spec became 17.3x13 225sqmm
which one of those has a 21.6mm baseline ?

what you have fashioned is a sensor dimensioned on the diagonal of the Panasonic sensor
but you are using it in the horizontal and vertical dimension
I think you mistook ..., the square sensor would have the same baseline as 43rds
unless people want to argue with me over the practicality of using a 20x15 300sqmm 43rds sensor
but Id have to gather up some of the previously stated views first

to use less than the full area of the sensor, ie original crop format 4x3 gets you back to what the sensors originally had. So you added all those more expensive custom parts
.......for nothing, no net gain.

The arrangement has a lot of non standard parts, sensors, shutters, LCDs and EVFs are more costly
if the image baseline is the same, and the format is 4x3, you gained nothing

operationally as you crop across the vertical dimension for what, 16x9, 3x2, 4x3, ultimately to 1x1
which is the least common, least used format
and your lens focal length changes at each format dimension.

to me the best path is a 20x15mm sensor,

borrow an APSC size 15mm high, use a 25mm diagonal for true multi format
which even as 1x1 is 225sqmm

while Im reasonably sure 43rds lenses can hack it, Ive never researched any m43rds glass and Im not sure m43 lenses can take it. The proposition seems somewhat doubtful to me
