This Tamron lens is a 'screw drive' type - meaning that it will be AF by the motor drive inside the camera body, such as D2, D70, D80, D90, D300, D3, D4, D600, D700, D800... that doesn't autofocus on your D3100 camera body and other entry level DSLR Nikon (D40, D60, D3X00, D5X00).

The only way to take photo on your D3100 with this lens is manual focus.
