Would the IS be the determining factor in purchasing the L version over the non-L version?

It was for me, but I didn't know at the time how it would pay off. The 100L has transformed how I shoot macro. I use it in AI Servo with a single AF point, and the stability of the viewfinder image makes that a lot easier. It even works with a TC or short extension.

That is what I was thinking. For a few hundred more I probably would be better off with the L.

If you're ever going to use it for general shooting, you will be. The IS on the 100L is specifically designed to work down to 1:1 so you have a unique advantage there, although it's only worth about 2 steps, apparently. Since I shoot macro with flash I'm not too concerned about being able to shoot with longer shutters, it's the viewfinder thing I value.
