I've used PS Elements to do that - though I haven't spent lots of time with it.

As you inferred, a tripod is key, but you can still use the photomerge even with only 1 (hand held) shot.  If you shoot in Raw, you can then adjust the exposure level and create create multiple images to highlight and/or manage colors across several files created from the same image capture.  Then you can photomerge them and 'blend' the results.

Like I said, I haven't spent a lot of time on it - but you can get these results.
