Any lenses is better on a D800 in the sense you will get more image resolution than on a 12 MP camera.

As a general guide you will get a bigger increase in resolution getting a D800 than in getting a top grade lens and using it on a 12 MP body.

Comparing the 24-120 and 24-70 on the same body the 24-70 will perform optically better at f4. Either lens will be close to equal at f11.
