EF 17-40mm f/4L or EF 28mm f/1.8 Prime? I own 50mm

If I was starting out again with a Canon crop camera and I wanted a standard zoom, those two EF-S lenses would be top of my list.

I would agree, these EF-S lenses offer better specs for weight / size / money. The only reason to consider the EF 17-40 is if the OP might consider to get a full frame (6D, 5D) in the future, or still uses a film camera alongside his digital equipment - the EF 17-40mm will be the only lens that fits on 35mm.
