The one part you don't address is the portability, which OP asks about at the end of his inquiry.  The 17-40L is a relatively small, light lens.

These are facts: the Sigma 17-50 is faster than the 17-40. It is stabilized and the 17-40 is not. The 17-50 has 10mm more reach. The Sigma is cheaper.

The 15-85 is wider and longer than the 17-40. The 15-85 is stabilized. It is as fast on average being 1/3rd stop faster at the wide end and 1/3rd stop slower at the slow end up to 40mm. The 15-85 is cheaper.

The Sigma 17-70 is faster, stabilized and longer. The Tamron 17-50non VC is faster and longer. Both are cheaper.

The only part of what I said up for any debate is the sharpness. The 17-50 OS, 17-50 non VC and the 15-85 are much sharper. The 17-70 is very close. TDP crops show it sharper while photozone gives the edge to the 17-40.
