I have had this with a 350D (Rebel XT) and it was due to a problem with the main battery compartment door.

If you open the door, with the hinge at the top, you will see at the bottom left corner a very small lever in a hole. When the door closes there is a button in the corner of the door that pushes this lever. I assume the purpose is to tell the camera the door is closed and to allow it to power up. You can test this by pushing the lever to the left with the door open, and hopefully you will find the camera powers up. (I'm assuming your battery is OK etc.). I used a small jewellers screwdriver to do this, but anything small and pointy should work!

If the red power light come on - you are 90% of the way to now fixing it!

Now, the fix -  I have placed a small folded piece of paper to the right of the lever (and leave it there permanently), this then helps the lever get pushed to the left when the door closes. I have not patented the folded scrap of paper trick - you may also want to try a piece of plastic.

I'm not sure why this has originally failed - but I've been using this with the bit of paper stuffed in it for over a year and it consistently works OK.

However, if the camera explodes and/or self-destructs (and I have no evidence it will) - don't blame me,
