Please define 'frame'. If 'frame' is determined by the image circle produced by the lens, then the smaller sensor cameras cover the frame as efficiently as a FF camera (or in fact more effectively, if the aspect ratio is 4:3). The exception of course is the APS-C cameras using FF lenses, but that's just an absolutely stupid combination.

Crop factor depends on what sensor size you select as the standard. You could select any. It has no physical relevance, it's just a relative number describing the differences between different sensors. All the formulas where crop factors exist are 'engineering physics' (semi-empirical), not REAL physics (derived from the laws of physics).
