The L lens isn't sharper, in fact both the Sigma 17-50 and Canon 17-55 are sharper than the L.  The L badge does not automatically mean that the lens is better optically, it means that the lens construction is held to certain standards.  No EF-S lens is an L lens as being EF mount seems to be a part of the standard.  The 17-40 is better built, tougher, has some weather sealing, that sort of thing, optically the 17-55 IS is better.

I'd go for 2 or 3, personally I'd go for 3, but I think you'd be happy with either the Sigma or Canon 17-50(55) lens.  The Sigma is my go to low light lens for night landscapes, I'm not sure how much you would find yourself using the 28 f1.8, to be honest.
