Yes but while Sony implemented peaking on some older NEX SLT cameras - there were several models that they said they couldn't due to processor limitations.

Sony already had peaking in video cameras for many years.

Peaking does not seem to be dependent on the sensor - and, since it is more like CDAF,  it is not connected to PDAF - however it may not be possible to implement by a firmware update due to limitations of the image processor.
