which camera to buy 60D or 7D

Can't go wrong with either

Is the 7D better? Sure, more complex AF, better viewfinder, shooting rate; that's why it costs more. There's a psychological aspect too: if you get the 60D but keep feeling like you've "missed out" on the 7D, then get that instead... In the grand scheme of things other aspects have a bigger weight, like your experience, the opportunities to shoot etc.

To give you another perspective in my case a smaller DSLR with a midget lens like the 40mm 2.8 would be great as it would be less noticeable in an urban environment and thus safer than a bigger DSLR with a 70-200. If you have the Tamron 17-35 the 17-50 sounds like just the ticket to upgrade.
