I've got the EF70-200L in both the f/4 IS and 2.8II versions plus the EF100-400.  Never tried the 70-300L but those that have it seem to love it.  It would help to know what sports you will shoot, as with a 60D neither of your 2 choices are good for indoor sports (at least at the high school level; college gyms are better lit and the f/4 might work).

For Wildlife and outdoor daytime field sports the longer focal lengths are better (although I found the 70-200 f/4IS perfect for softball).  So for your listed uses and assuming it is outdoor sports I would likely lean to the 70-300L even though I love my 70-200 f/4 and its constant aperture.  Maybe someone else has experience of the 70-200L f/4 with a 1.4X teleconverter versus the 70-300L.
