No, several times over

The hospital is private property, and the individuals in question have not given consent.  Plus, within the hospital there is an expectation of privacy for individuals - usually including your very presence - and obviously that includes specific conditions and illnesses.

If, and that is a very big if, the hospital consents to the photographer's presence.  And further if the individuals are aware (fully aware) of the photographer's presence, then some uses of the photos might be permissible (I've seen several collections from mental institutions under those conditions) there then may exist (depending on the country) some leeway.  But generally speaking no.
