You're presuming an ivy bridge cpu...forgetting about Atoms which match up fine with the ARM options out there.  The memory footprint would also be much smaller, the OS will be on an eeprom like everyone else, and an option to attach an external HD would be present.

The technology around these are not complicated.  but trying to drive standards on how channels would be delivered (format, protocols) can help the industry.  So long as each vendor has their own quirky setup, then it's hard to have a universal hardware solution that doesn't require a full size PC.
