How to control shutter speed when using Av and flash?

Hi - I have a G15 and am trying to find good settings (for underwater, though this issue is more general than that).  I want to control aperture and shutter speed even when using flash, because I get too much ambient light in if I'm not careful.

I can't use M (manual mode) because then the (amount of light from the) flash is not auto-set (is there a workaround for that?)

If I use Av I can set aperture, but as soon as I turn flash on I get 1/60 shutter, which is too long given the amount of ambient light. I can't turn down the ISO further because then the flash isn't powerful enough (any way to change the 1/60 setting?)

So - does anyone know how to set aperture *and* shutter speed *and* still get auto-flash-intensity (TTL flash)?
