Is a flash an option??

Some bird photographers around here use a "flash extender" on a 580 EX with great results at long  distances. BAK is right. It is all about the light, and everyone else is correct in pointing out that your shutter speed is too slow with your present light conditions. You can jack up the ISO but that leads to noise.

If you can use a powerful flash that will solve your problems.

There is nothing wrong with your lens or camera.
