Sony DT 18-250 max zoom

When I started to use my 18-250 at 250, I used to set the aperture wide open in order to have the maximum shutter speed available and, consequently, the less blurred image. In spite of that, my pictures did non look sharp, but soft.

I then decided to take some test pictures (with a tripod) and it came out that the lens worked very much better at f16 than wide open or fully closed.

Does it mean that whenever I use the maximum zoom I have to stay at f16?

Did anybody reach the same conclusion?
