LOWLIGHT HELP

Hello all,

I seem to be having a common problem. Low light. I currently have a Canon Rebel XTi and I work for my Universities newspaper. That being so I shoot a lot of indoor, sport and night events. My ISO only allows me to go up to 1600. Even when using my largest aperture it is almost impossible for me to get clear images in these fast paced / low lighted scenarios. I'm wondering if anybody has any suggestions as to how I can get clearer images. I've thought about an external flash but in most cases it don't think it will be enough. I'm wondering if a certain kind of lens might help or if I simply need to upgrade to a better camera body. My price range is from $800 - $ 1500. Let me know if you have any suggestions.
