Is my 70-200/2.8 II a dud?!

My new 70-200 lens seems to have some serious problems at the 200mm setting. It appears to be heavily descentred, with the right side suffering massive CA (at least compared to the left side). In fact the left side is even sharper and with less CA than the middle of the frame.

Here is a test image I created in photoshop (I photographed my desktop monitor directly). I also rotated the lens 180 degrees in its tripod collar just to make sure there weren't any testing issues: the result was identical.

@200mm, F/2.8

Stopping down to F/8 increases the problem even more.

So what do you think, is this something that you wouldn't worry about (it's not like it's too obvious in regular shots) or is it a real issue that should not be deemed acceptable? In the latter case, have you had a good experience with the Canon repair service when it comes to fixing descentering?

PS: this is not even a FF image, just 1.3x (I shoot a 1D2n); I fear that on a FF sensor the problem will be even more evident.
