If you set the touch control to touch focus (not focus and shutter release), once you've already made the focus area as small as you can set it using the Info button, touch the screen in the center. You then get a rectangular focus area that's much smaller than the usual square. It can be moved around--by touch or the arrow buttons--or you can leave it in the center and reframe if necessary. The small rectangular focus area will remain until you turn off the camera or press OK, in which case it will revert to the larger square area. As far as I know, there is no way of making the small focusing area to be set permanently. (You can on the E-PL5. This is a candidate to be changed in a firmware update.).

Where is the option to set the touch screen to focus only?

Actually it looks like I somehow turned off touch to focus/shoot altogether(though the touchscreen still works in review mode). Can't find any settings that appear to relate to this.

There's a yellow oval on the left side os the display, just above the mode (PASM) indicator.  Every time you touch it, the  function cycles through the sequence that shows a finger and focusing frame only, then the finger depressing the  shutter release, and then with a line across it (touch control off!).
