Canon 70-200 f2.8 is ii vs f4 IS for the non-pro

Photography is merely a hobby for me.  I shoot friends family, vacations and my new baby.  I've decided that I need a somethinranger the 70-200 range, and as a hobby I need something that is flexible, ie sports (child running in the park) indoors, parties, restaurants, churches, etc - places with poor lighting and not tripod friendly.

So, is it worth coughing up the currently discounted $2k for thef2.8 ii or would I be fine with the f4?i know the image quality is stupendous for both so that is not a worry. What worries me is the  performance in poor lighting (without a tripod) of the f4 with to a lesser extent the weight of the f2.8

my gear: 7D,  all canon lens 10-22, 28-135(kit lens), 50 prime and a newly acquired lensbaby and aperture  ( for my seldom retouching- not a fan of doing it)
